The numbers on a paint roller represent the length of the roller nap. A clean surface is crucial for a quality paint job. With a power washer and the right detergent, remove mold, mildew, and dirt buildup. This will allow the paint to adhere better to a clean palette. 

Using a primer prior to painting improves adhesion of paint; provides an attractive and uniform finish; and blocks water, grease, and smoke stains that can bleed through your top coat. Generally, a primer is not necessary on a previously painted surface unless one of the above situations would happen to exist.
